Instructions

  1. Preheat oven to 375°F (190°C). Line a 12-cup muffin tin with paper liners.
  2. Make the streusel topping: In a small bowl, combine ½ cup flour, ¼ cup packed brown sugar, 2 tablespoons granulated sugar, and ½ teaspoon cinnamon. Cut in cold butter cubes with a pastry cutter or fingers until mixture resembles coarse crumbs with some pea-sized pieces. Refrigerate until ready to use.
  3. Make the cream cheese filling: In a medium bowl, beat softened cream cheese with ¼ cup sugar, ½ teaspoon vanilla, and 1 tablespoon flour until smooth and creamy, about 2 minutes. Set aside.
  4. Mix dry ingredients: In a large bowl, whisk together 1 ¾ cups flour, baking soda, baking powder, salt, cinnamon, nutmeg, ginger, and cloves until evenly distributed.
  5. Mix wet ingredients: In another large bowl, whisk together pumpkin puree, vegetable oil, eggs, and 1 teaspoon vanilla until smooth.
